Bill no. 76

Improving construction quality and public safety

The Minister of Labour, Jean Boulet, presented Bill 76 to the National Assembly, entitled An Act to improve construction quality and public safety.

Among other things, this bill proposes to require contractors to have their work inspected at at least three key stages of construction, as defined in a worksite supervision plan. Contractors will also be required to obtain a certificate of compliance with the Construction Code or applicable municipal standards.

Among other measures, the bill also introduces :

  • the possibility of delegating the power to issue correction notices to other persons;
  • mandatory initial training to obtain a contractor’s license;
  • the introduction of an administrative monetary penalty system, similar to those adopted by other departments and agencies.
